To me, those words mean essentially the same thing. If something is delayed, then it is on hold, and if it is on hold, that means stopped, or suspended. It's all a matter of which term you would prefer to use, depending on how one wants to come across, but in the end, one is really splitting hairs and are interchangeable. If one says that an action is not on hold but is delayed, then in my opinion, it IS on hold.
I received an email update from our agency the other day. Anyway, the email basically said that while the investigation is ongoing, there will be no dossier approvals or referrals until the new Secretary General and Director are appointed in January. So in other words, adoptions have been put on hold, suspended, delayed (whatever other word you want to use) until this is all straightened out, which will hopefully be next month. We really hope this is true and accurate, but with international adoption you just never know.
We were asked by our agency to refrain from sharing information until it can be substantiated so that there aren't things reported that can add fuel to fire, so-to-speak. I assume that we can still talk about facts that come from our agency since they are "substantiated," as well be able to share my own personal thoughts, feelings, opinions and interpretations on the subject, as long as there are not any rumors mentioned.
With all that said, we are stressed and not feeling very positive right now. We are trying to keep positive though, even though it is hard. This "in limbo" feeling really stinks, and we hope that we get questions answered in January, and not have to wait any longer than that. We are mentally preparing ourselves that January will come and go, and there will still be no, to little progress made. We obviously hope we are wrong, but it is easier to be pleasantly surprised that they are keeping to their timeline, than to be disappointed if they don't.
As for our adoption, we have not heard anything in regards to our dossier. Beth received Evan's medicals and Dave's work supervisor letter last week, so hopefully they are on their way to Honduras. We are being told that dossiers and amendments are still being accepted, so hopefully ours is still in the process of being reviewed and we haven't heard any updates because IHNFA is happy with our paperwork. We shall see!
